Not sure if this is the right venue but; I have the "elements" version of
both Paint Shop Pro XI and Photoshop Elements 3.
1. Occasionally I want to print typed characters onto a photo for a
magazine I edit. The type is not dark enough and I can't seem to find how
to make it darker.

2. Microsoft used to have a program (Photodraw?) that was great for my
simple needs. It had a "thought" type of cartoon balloon that was useful to
me on occasion. Unfortunately, it was no longer supported and my computer
spit it out. Does anyone know of a program that has the "thought" cartoon
balloon?

Adobe Photoshop Elements puts a tool-related toolbar below the shortcut bar.
The Type Tool has a color selection box.

By default, the Type Tool uses the foreground color in the palette. I often
use the "Color Picker" to choose a color in the image that will contrast
well with the area that you will type over.

PSP has a good selection of "colors" in its text tool, but it is not
the easiest to figure out. The stroke and fill can be two different
colors. Try setting the fill to very dark black, and use a light
color for the stroke (outline). That should make it readable over any
background. It takes so careful reading of the manual to learn to use
the materials (color) palette for the text tool.

If you mean the type is not dark enough in the final printed magazine, I
suggest you use a program that is capable of direct CMYK output, or a layout
program that can specify type as a separate layer, so that the type is pure
black instead of a mixture of the four CMYK colors.
