Go to the preferences in the edit menu (on the PC anyway) and to the
cursors, here you can change it to a target - a circle with part of a cross.

You can also do this by pressing Caps Lock, it's known as the more accurate
cursor.

I hope this is what you meant.

I only have Photoshop 4.0 so can't really help you. Is it possible
though that you pressed the alt key? Pressing that key can change the
function of a tool.

First thing I would try is right clicking on the dropper tool, see if
it has other options you may have accidentally clicked.
