My 35 year old Vivitar 283 develops about 240V across the tube. I'd be
surprised if flashes small enough to fit on a camera hot shoe ever
went much higher, given the size and cost of the extra insulation
precautions needed.

It is still broken. There was no moisture inside the scuba case after
we rescued the camera and we had a dessicant pack inside. There is a
big dent in the camera casing above the flash tube (where the scuba
case mashed into it) so I suspect that tube is either disconnected or
the wiring is broken. I just need a parts breakdown so that I can see
how the camera is assembled before I take it apart. Everything on the
camera works except the flash tube so I am reluctant to perform
"experimental surgery" to discover how the camera is assembled. Is
there a parts breakdon or assembly instructions on the web? I can't
find any. Thanks.

Right. I just need assembly instructions for the camera casing before
I take it apart. I like to tinker and would be happy to try and repair
the circuit but it would be a bad loss if I broke the casing while I
was taking it apart. That is why I need the assembly instructions.

I can imagine. However, I need to take the camera apart before I
measure the voltage. That is why I need a parts breakdown or assembly
instructions. I do not want to damage the casing (anymore than it
already is) while I am taking it apart. Thanks.

I'll make everyone a deal.... If somebody sends me to a site with
assembly directions or a parts breakdown for the FujiFilm F30 I will
measure the voltage present at the flash tube then post that voltage
here in this group. I promise.

Yes, it's a few hundred volts across the tube (the two electrodes across the
tube) but your very article says that the trigger voltage (medium electrode)
must be at least 6kV (6,000 volts). That's an extremely dangerous voltage,
and even a few hundred volts will give you a schock to remember for
lifetime. I would never attempt to service any camera myself, as I am never
doing this with CRT TVs that have a voltage as high as 29.5kV (29,500
volts). I've seen some disassembly instructions in the internet, but IMHO
seems most likely to destroy the camera than fix it. Every specialist on his
field, that's what they are paid for. OTOH, if you really want to give an
attempt...

Well it may provide a little wake up if it hits you, but with the very
low amperage available as a trigger voltage, it is not generally dangerous.
You can get that range on a dry day on a carpet with the right shoes.
