If you feel you must ask ......You are probably not ready for a DSLR.
I suggest you get a competent P/S to learn on. Then soon enough you will
know if you want to "graduate" to a DSLR or not.
If you do, you will know what features you want in a DSLR.

A DSLR can be a great camera, but it can also get pretty expensive,
unless you already have a film SLR and a good collection of lenses. It
is very easy to spend more on just one decent lens then a DSLR body.

Having said all that I would look at either the low end Nikon or Canon
lines, say the Canon 400D or the Nikon D40.

There are a number of other brands that are good but Canon and Nikon are
the big players in the field.

Then when you gain even more experience than the non-noobs you learn to ditch
the overweight, obtrusive, and noisy DSLR for something much more capable and
lightweight. Where it won't hinder you from obtaining all those thousands of
photos that you could never get with an ungainly, easily-damaged,
sensor-dust-collecting, image-destroying, lens-change-time-delaying DSLR.

I would recommend getting one good enough so that you won't have a need to
buy another more expensive one in a few months.

Low cost, but still good quality? Only option is Nikon D40 (or more
expensive: D40x) with 18-55mm kit lens. The 55-200 VR lens you can buy later
or possibly also in a kit with 2 lenses. But make sure it´s the VR 55-200,
because the other is cheaper, without Vibration Reduction.

Canon is more expensive and the lenses in the kits are terrible. Read the
different reviews, not just dpreview, they´re Canon "kissers".

For a newbie that knows that a DSLR really is needed, and not a
good P&S camera, my answer would be *any* inexpensive DSLR,
especially if you can get a chance to hold and test several models
(how it "feels" is important too), since there really aren't any bad
DSLRs. Perhaps of equal importance is knowing what type of
photography you will prefer, as it will dictate the type of lenses
that you'll want to use, and that can have a strong bearing on what
camera you'll want to get, assuming that many lenses and perhaps
several camera bodies are in your future. But for general picture
taking with no plans to get more than a couple of relatively
inexpensive lenses, I'd suggest an inexpensive Nikon or Pentax
camera body. Even the low resolution 6mp models should provide more
clean detail than you'll need for fairly large prints.

Are you new to photography in general? Or to digital cameras or SLRs
(digital or film)?

If you have little or no photography experience, I would suggest starting
with a medium price point-and-shot like one of the Canon Power Shot series.

If you have some photography experience and want to step up to the
capabilities of a dSLR, then I would recommend either the Nikon D40 or the
Canon 400D. Either of them has enough features to challenge you for a while.
And both use lenses that cab also be used with their more capable "big
brothers." If you get hooked on it, you will end up spending more on lenses
than on the camera itself so it doesn't pay to buy lenses that you will
leave behind.

I would recommend getting one of theses as a bare body and adding one of the
better zoom lenses.

Avoid any camera that uses a memory card format other than CF or SD.
